Abstract

Background. One of the key prerequisites for the transition to sustainable economic growth is to increase the investment attractiveness of regional socioeconomic systems and economic entities operating within them. In this regard, the study of the factors of development of the investment climate and business activity should be considered utterly relevant.
Methods. The study used the method of source studies, as well as expert survey. A sample set has been formed and an appropriate tool – an expert questionnaire - has been developed.
Results. On the basis of the averaged expert assessments, the ranking of factors constraining business activity in the regions of the Russian Federation was carried out. In the first place on the importance of experts corruption in the system of state, including regulatory authorities (43.2 points), in the second – the imperfection of the organizational and legal framework for regulating the development of entrepreneurship at the regional level (38.4 points). The experts also named the key areas of support for business activities in the Russian Federation, possible from the official authorities. The most important direction, according to experts –project financing, provision of guarantees, insurance, leasing, mortgage operations, mutual lending, and venture financing, the organization in the regions of the network, specialized financial and credit and investment institutions to support entrepreneurship (42.4 points).
Conclusions. The responsibility for the development of the business environment and the growth rate of entrepreneurial activity in the regions, according to experts, should be distributed between the federal center, which determines the economic policy of the country, and the business community itself, the representatives of which still have an extremely low level of organizational, economic and legal knowledge. The main deterrent is corruption in the system of state authorities, including regulatory ones. The experts listed priority financial measures for supporting entrepreneurship (project financing, provision of guarantees, insurance, leasing, collateral operations, networking in the regions, specialized financial and credit and investment institutions to support entrepreneurship, etc.).
